Re-sizing Excludes?

When using the Pointer I click on an exclude rectangle and "handles" appear topleft and bolltom rignt. However, I cannot resize the exclude using either handle. It always moves the exclude rectangle.

Moving or resizing excludes is "not 100%" but it works. At least in my case.

moving and resizing work when using the exclude tool. It seems that only moving works when using the pointer.
