So it looks like the plugin can zoom to one level less than GMaps?

I'm not sure the plugin is the issue. It may be The TileServer.dll or SBX itself, but the dll should be OK.
I'll look at the other DLLs and see if they are similar in behavior.

I have found some odd things with the downloading of the tiles, but I don't believe it comes from the DLLs.
Here is an update of the tile sets, with source in both VB.Net and C#

Here is a WMS tiling server of the SRTM Reflectance Magnitude 30m imagery is courtesy of NASA's Jet Propulsion Laboratory. It can help define shorelines in cloud-obstructed areas, such as many of the pacific islands.

Here is a rework of the SrtmMag and it also includes the Landsat7 pan-sharpened "psuedo-bright" imagery for the whole planet ( 15m per pixel). This example uses 2 sources for data, so the downloading of tiles should be a bit quicker and reliable.

C# Source is included.
Remove the SrtmMag ( above ) from your tiles folder, and add this.
